East West Link


East West Link was a proposed 18-kilometre cross-city road connection extending across Melbourne from the Eastern Freeway to the Western Ring Road. The Comprehensive Impact Statement for the proposed first stage of the East West Link, a six kilometre roadway connecting the Eastern Freeway with CityLink, was prepared by GHD for Linking Melbourne Authority. Marshall Day Acoustics prepared the noise and vibration assessment.

GHD selected MDA for their team because of our extensive experience with major infrastructure projects in Victoria, experience that includes participation as expert witnesses at the panel hearings for CityLink, EastLink, Pakenham Bypass, Shepparton Bypass and the Echuca/Moama River Crossing.

THE PROJECT

The reference design for the first stage included a six-lane road in tunnel with connections accommodating all movements at the Hoddle Street / Eastern Freeway interchange and at CityLink, from which point the project extended on to the Port of Melbourne via a separate elevated road parallel to CityLink.

This was the first project put forward under the Major Transport Projects Facilitation Act 2009, which provides a streamlined assessment and approvals process for major transport projects in Victoria.


Our Scope

With the Comprehensive Impact Statement, the focus was on risk identification, risk management strategy development, prediction of future impacts, and most critically, preparation of performance requirements for the project that would ensure noise and vibration impacts were appropriately minimised. Marshall Day recommended detailed performance requirements for construction noise and vibration, traffic noise and tunnel ventilation noise. Marshall Day participated in Public Display sessions to inform concerned residents about noise and vibration impacts, and prepared and presented expert evidence to the Assessment Committee.

Timeframes were tight but Marshall Day met all deadlines thanks to a dedicated core team with additional modelling and measurement tasks undertaken by other MDA staff as required.
