Melbourne Regional Landfill


MDA has been involved with acoustic services for the Melbourne Regional Landfill since 2015 when they first proposed to extend their landfilling operations.

A long planning process involving multiple noise assessments, peer reviews and expert evidence were required to obtain the relevant approvals for the expansion. Since operations have commenced, MDA is engaged to implement the highly detailed noise management plan we developed during the planning stage including ongoing noise modelling and noise monitoring requirements.

Our scope

We originally prepared an environmental noise assessment for the proposed expansion in 2015, involving detailed noise measurements of existing activities and background/ambient noise levels. We developed a detailed noise model to predict potential impacts and refined the operational and physical noise controls with the project team to appropriately manage compliance and amenity.

The planning permit and works approval were subject to a planning panel where MDA provided expert witness statements and services regarding noise. Once approved, MDA developed a highly detailed noise management plan for the site as it operates over its approximately 30-year life. We are still engaged assisting Cleanaway implement this plan with ongoing noise modelling and noise monitoring obligations as the project progresses.


CHALLENGES

The site is very large and includes a large number of noise generating sources and activities. There are also surrounding and unrelated noise generating uses immediately adjacent (and within) the site boundary. Developing an accurate and detailed noise model of the site was critical, to identify noise contributing equipment and activities at surrounding uses and target noise controls accordingly.
